I have an EHIC ffrom the UK and was wondering if I can use it to see a physician/GP for an appointment for a problem with my back.

I've just moved here and haven't gotten all my paperwork sorted out yet, so I'm officially still a resident of the UK.

Then you should be able to use your health card, you'll need to pay a fee and then claim back a percentage of the costs. You'll need a receipt in order to claim back.

My wife has her french citizenship but has never lived there. Does anyone know if she can get a european health card for herself or me from France?

If she has never lived there I presume she doesn't have French social security, or a "Carte Vitale" from there (the social security card)
